Window grant eligibility
Built and occupied before 2011 is the easy part. The heat loss test on your BER is the one that catches people out. Here's how to check it.
windowgrants.ie is not SEAI or a government body and does not award grants.
Figures checked against seai.ie on 28 October 2026. How we check
Your home qualifies if it was built and occupied before 2011, has an MPRN, has single or older double glazing, and its BER advisory report shows Good or Very Good heat loss (seai.ie).
The heat loss part is the one most people don't know about. It's measured with the Heat Loss Indicator (HLI) on your BER.
The basic rules
- An MPRN, and a home built and occupied before 2011 (seai.ie).
- You're replacing existing single-glazed or older double-glazed windows.
- New windows reach a U-value of 1.4 W/m²K or better.
- You use an SEAI-registered contractor.
What the Heat Loss Indicator is
A Building Energy Rating (BER) assessment works out how much heat your home loses through its walls, roof, floor, windows and doors, and through draughts. The Heat Loss Indicator (HLI) puts that into one number. The lower the HLI, the better your home holds its heat.
SEAI wants homes to hold heat reasonably well before it pays for new windows, so the windows make a real difference. For the windows and doors grant, your home must reach a Good or Very Good rating for heat loss on the BER advisory report: an HLI of 2.3 or lower. If the BER advisory report already rates your roof and walls as Good, that meets the requirement too (seai.ie).
How to check your BER
- Find your MPRN.It's on your electricity bill.
- Look up your BER.BER certificates and advisory reports are on the national BER register, which you search with your MPRN (SEAI, 20 Feb 2026).
- Read the advisory report.Look for the heat loss rating, and how your roof and walls are rated.
- No BER, or an old one.A BER assessor can review older reports or carry out a pre-works BER (SEAI, 20 Feb 2026).
- Not Good enough.Insulate first. A home that upgrades its attic or wall insulation can then qualify.
If you already had an insulation grant
SEAI says a previous SEAI grant for attic or wall insulation also counts towards showing your home has adequate insulation (SEAI, 20 Feb 2026). If you got one, tell your contractor and BER assessor.
Who usually passes, and who doesn't
- Likely to pass: homes with an insulated attic and filled cavity walls, or homes that have had an SEAI insulation grant.
- Likely to need work first: homes with little attic insulation, empty cavity walls or uninsulated solid walls.
Attic and wall insulation have their own SEAI grants. For cavity walls, our sister site cavitywallinsulation.ie shows the grant by home type.
The post-works BER
After the windows or doors go in, a BER assessor does a post-works BER. It's required for the grant, and it's grant-aided. It records the improvement the new windows made.
Homes built or occupied from 2011
The SEAI grant isn't open to homes built or first occupied from 2011. They were built to stricter energy rules. You can still get a price for new windows, and if you're 66 or over, see window grants for over 66s.
Questions people ask
What is the Heat Loss Indicator?
A number on your BER that shows how much heat your home loses. Lower is better. For the windows and doors grant it must be 2.3 or lower, or your roof and walls must already be rated Good.
What if my home fails the heat loss test?
Insulate first. A home that upgrades its attic or wall insulation can then qualify for the windows and doors grant.
I don't have a BER. What do I do?
A BER assessor can carry out a pre-works BER, or review an older report.
Can landlords get the window grant?
Yes. SEAI lists homeowners, landlords, companies and owner-management companies, approved housing bodies and registered charities (SEAI, 20 Feb 2026).
Is there a grant for a home built after 2011?
Not from SEAI. The windows and doors grant is only for homes built and occupied before 2011.
